SE Iowa men set to do hard time on meth charges

DAVENPORT, IOWA -- David Carl Kindred, 56, of Cedar Rapids, Iowa, and a longtime Washington County, Iowa, resident, was sentenced Monday to 164 months imprisonment in connection with federal charges of conspiracy to knowingly manufacture and distribute at least 50 grams of actual methamphetamine, and at least 500 grams of a mixture and substance containing a detectable amount of methamphetamine, announced United States Attorney Nicholas A. Klinefeldt.

Kindred’s co-defendant, Randy Lee Lowe, 53, of Brighton, Iowa, was sentenced to 131 months imprisonment.

In addition to the sentences of imprisonment, Chief United States District Judge James E. Gritzner sentenced both men to 5 years supervised release following imprisonment and a $100 payment to the Crime Victim’s Fund. Kindred was ordered to pay restitution in the amount of $6,985.66 to the Drug Enforcement Administration for clean-up at various lab sites. Lowe was ordered to pay $1,362.11 in restitution.

In the course of their guilty pleas, both Kindred and Lowe agreed that from 2006 until July 27, 2010, they conspired to manufacture and distribute at least 50 grams of pure methamphetamine, and at least 500 grams of a mixture and substance containing methamphetamine. Both admitted that they had an agreement with each other and with co-defendant Kevin Lee Harrison to manufacture and distribute methamphetamine. Harrison has entered a guilty plea and awaits sentencing. Similarly, in a related case, Pamela Sue Hesser and Ricky Forrest Kindred have entered guilty pleas and await sentencing.

This case was investigated by the Washington County, Iowa, Sheriff’s Office, the Washington, Iowa, Police Department, the Mount Pleasant, Iowa, Police Department, the Washington/Louisa County, Iowa, Drug Task Force, and the Iowa Division of Narcotics Enforcement. The case was prosecuted by the United States Attorney’s Office for the Southern District of Iowa.
