DES MOINES, IOWA -- A district court judge blocked Iowa Secretary of State Matt Schultz's plan to create new rules that would challenge voters appearing in databases as non-citizens.
District Court Judge Gunderson stated that the new rules could not be implemented because Schultz did not establish them without holding a public hearing.
Schultz created the new rules in July by exercising his emergency rulemaking process.
Schultz said that he did it because he believed non-citizens might be registered to vote.
Democrats have cried foul over the whole process, saying that it is voter suppression.
