KIRKSVILLE, MO. -- It was a jam-packed agenda at Monday night's Kirksville City Council meeting, with council members unanimously passing every item on the list.

By a vote of 4-0, the council passed an ordinance designating Kirksville's new Highway 63 a Corridor Street.

That means council members approved the areas along the new highway that city officials have identified as the best places for potential new commercial businesses to locate.

"This is not rezoning. This is identification of specific properties, and it requires for any development to take place, it still requires an application for rezoning, a public hearing, planning and zoning action and city council action," said Brad Selby, Kirksville codes and planning director.

The council also approved an ordinance for the re-zoning of a tract of land located at the north junction of the former Highway 63 and the new Highway 63 from R-1 Single Family Residential to CP-3 Planned Extensive Business Zoning.

The city council also recognized the state champion Kirksville R-3 wrestling team and three of its members for being individual state champs.

The council also recognized members of the Kirksville Lady Tigers basketball team for being conference and district champions, and for being just one win away from going to state.

In other action, despite a petition and about half a dozen citizens speaking out against it, the council voted 4-0 to vacate the alley in the 400 block of South Franklin Street.

The residents wanted to see the area made into a small dog park.

Developer Ken Read wants to use part of it for parking for a new six-unit apartment complex he is having built in that block.

The council also approved easing the city's parking requirements for new, multi-family apartment buildings.

Council members passed a bid from Alamar Uniforms in North Kansas City, Missouri, for the purchase of new police uniforms and related uniform equipment.

The council approved three tree plans for three city parks: Brashear Park; Memorial Park; and P.C. Mills Park.

Those plans were submitted by the Kirksville Lakes, Parks and Recreation Commission.
