OTTUMWA, IOWA -- One Ottumwa man is behind bars after a search of his residence on Tuesday.
Charles “Chazz” Russell, 26, was arrested and charged with Possession with the Intent to Deliver Marijuana and Failure to Affix a Drug Tax Stamp, both Class “D” Felonies.
