KIRKSVILLE, MO --
The City of Kirksville is working on a Storm Water Management Plan, but it's different than what you might think.
    
This plan won't address run-off water on city streets or help flooding in your backyard.

“The plan is going to offer suggestions on how you can minimize pollution and so on, this one is a water quality based plan versus what we have traditionally worried about is quantity, how much water is being discharged,” said City Engineer John Buckwalter.   

It will also lay out key measures on public involvement and education, as well as managing water pollution before and after construction.
    
The plan is a requirement under a permit Kirksville has as a national and state storm water regulation.
    
The City has until October 19th to complete the plan, or face penalty from the Department of Natural Resources.
    
The city council voted Monday night to make an agreement with Bartlett and West Inc. for engineering services to complete the plan.
