Education is key difference in gov race

DES MOINES, IOWA (AP) -- As the Iowa governor's race takes shape, some of the sharpest differences have been about the state's education system.
   
Both Democratic Gov. Chet Culver and Republican Terry Branstad say education will be a priority, but they favor different approaches.
   
Culver often speaks about his success in making state-paid preschool available to most 4-year-olds in the state. He notes that most brain development happens before the age of 6.
   
Branstad wants to end state support of preschool. Instead, he favors private preschool operated by churches and other nonprofits. He'd consider helping families who can't afford preschool.
   
Both candidates say they favor increasing teacher pay, but Culver supports across-the-board increases while Branstad has favored targeted raises.
