DES MOINES, IOWA -- A late debate over gun rights has come up as Iowa lawmakers are struggling to reach final agreement on the budget and adjourn the legislative session.

The Senate on Saturday approved the gun measure, 44-4, and sent the plan to the House, which will likely take up the issue later in the day. The bill overhauls Iowa's system for issuing permits to carry concealed weapons, requiring that sheriffs give a reason if they deny a permit and make such decisions based on consistent state guidelines.

While legislators debate the gun bill, others are negotiating with the governor over the last details of a $5.3 billion budget.

Lawmakers say they still hope to adjourn Saturday but acknowledged the session could go late into the night.
