KIRKSVILLE, MO. -- Authorities have arrested a man in Idaho in connection with an incident that allegedly occurred in Adair County more than 20 years ago.
50-year-old Randall Tetzner, formerly of Kirksville, faces four sex-related felony charges. He's accused of having deviate sexual intercourse with a four-year-old victim in 1986.
“Historically there was an investigation done in 1986 and 1987, we have, luckily for us we have some of the pieces of that investigation. We don't have all of it but we have some of it. Some of the issues of physical evidence things of that nature are going to be an issue for the state because of the age of the case,” said Adair County Prosecutor Mark Williams.
Tetzner was indicted by the Adair County Grand Jury Sept. 14 and arrested in Idaho this week.
“He is in custody in Idaho where he resided and we are right now in the process of extraditing him. We have received information from the county in which he's being held in that he is going to fight extradition,” Williams said. Williams says they will get a warrant from the governor's office and transport him to Adair County.
Tetzner is charged with two counts of sodomy and two counts of rape.
Although it’s been 23 years since the incident, the victim is well within her rights,“The way the statute of limitations goes we basically look at what the statutes are now. The statutes of limitation are in allegations of sexual assault upon a child the statute is 20 years beyond their 18th birthday,” Williams said.
