KIRKSVILLE -- The Missouri Public Service Commission's Cold Weather Rule begins on November 1, 2011. The rule will remain in effect through March 31, 2012.

The rule is designed to help customers with heat-related utility bills.

It applies to natural gas and electric utilities under P-S-C jurisdiction that provide heat-related services.

The rule prohibits the disconnection of heat-related service when the temperature is predicted to drop below 32-degrees during the following 24-hour period.

The rule pertains to regulated utilities which are Ameren Missouri and Atmos Energy in Northeast Missouri. However, smaller cooperation's try to work with the Cold Weather Rule so individuals aren't disconnected.

The Cold Weather Rule has been a part of the Commission Rules and Regulations since 1977.
