IOWA CITY, IOWA (AP) -- Iowa City's planning and zoning board says cleanup after Hawkeye football games should fall to the University of Iowa.

The commission is recommending to the City Council that the university has the "primary responsible" for cleaning up the "serious litter, trash and public urination issues" around Kinnick Stadium.

The commission has submitted its views to the council in advance of Tuesday's meeting.

The board also has endorsed a permitting system for vendors during Iowa football games. In April, the City Council considered
banning vendors, but decided instead to develop a permitting system. A public hearing on that issue is set for June 21.
