JEFFERSON CITY, MO. -- Missouri Republicans came into the legislative session with record majorities in both chambers and proposals they said would help the state's business community. Yet, when the session ended on Friday, only a few of those proposals had passed. Legislators enacted new tax cuts for businesses by repealing the state's corporate franchise tax and scaling back the amount of money businesses must pay toward unemployment benefits. But, they failed to pass a bill that would have authorized new tax incentives for the St. Louis airport, science and technology companies and various others. Also on the failed list were business-backed bills making changes to workers' compensation laws and Missouri's minimum wage.
