DES MOINES, IOWA (AP) -- Gov. Chet Culver says a new report showing Iowa has the second lowest level of per-capita debt in the nation is evidence he's managed the state through tough economic times.
But former Republic Gov. Terry Branstad, who is seeking to oust Culver in this fall's election, disagreed and said the report gives a distorted view of the state's debt situation and he accused Culver used "sleight of hand" in reporting Iowa's debt burden.
Culver's office was quick to jump on a report issued Tuesday by Moody's Investors Service which found that Iowa's per-capita debt level was $73, well below the median national average of $936. The report found that only Nebraska had a lower per-capita debt level at $15, while Connecticut posted the highest level in the nation at $4,859.
