DES MOINES, IOWA ( (AP) -- Gov. Chet Culver and top transportation officials have begun a year-long campaign to educate motorists about news laws that ban motorists from text messaging while driving and requiring young passengers to buckle up.
They announced the campaign Wednesday, urging motorists with messages such as "It can wait," and "Buckle up and don't text and drive."

The new law banning motorists from texting and driving goes into effect Thursday. Other laws that go into effect include a complete ban on cell phone use for drivers under age 18 and a requirement that all back seat passengers under 18 wear a seat belt.
During the first year the laws are in effect, police will only issue warnings to violators to give people a chance to get use to the new restrictions.
