Analysis: Backers organizing for Mo. health vote

JEFFERSON CITY, MO. (AP) -- Missouri is poised to become the first state to put the new federal health insurance law to a public referendum.

But so far, there has been little campaign activity related to the Aug. 3 vote.

The Missouri ballot measure seeks to defy a federal mandate for most people to have health insurance or face fines by 2014. It's uncertain, however, whether the measure actually could trump a federal law.

Backers of the Missouri proposal are beginning to raise money for a coordinated campaign. They hope to air ads and put up yard signs.

Opponents recently filed a lawsuit seeking to block the ballot measure. But so far, there is no organized campaign committee
urging people to vote "no."
