JEFFERSON CITY, MO. (AP) -- Missouri senators have approved a compromise that changes the state's campaign finance and ethics rules.

The bill cleared the Senate early Friday on a 32-1 vote. But it still needs House approval before 6 p.m. Friday to go to Gov. Jay Nixon.

The legislation would let the Ethics Commission launch investigations if all six members of the bipartisan board approve it. Currently, the commission must wait for complaints.

The bill also seeks to make it harder to obscure the source of campaign donations by restricting money from being shuffled between political committees.

And it requires campaign donations during the legislative session to be reported more quickly. Supporters say that improves transparency. But the bill would not restore Missouri's campaign contribution limits that were repealed in 2008.
