DES MOINES, IOWA (AP) -- A House-Senate conference committee has outlined a measure that would restrict motorists from sending or read text messages while driving.

The package would ban the use of cell phones entirely for drivers under 18 years old, and prohibit writing, reading or sending text message for all drivers.

State Rep. Curt Hanson says the sending of text messages while driving is a growing problem for drivers under 18 years old.

Members of the conference committee say the final bill could be settled by Thursday.

The bill will likely carry exceptions, including for truck drivers, bus drivers and drivers of emergency vehicles.

Trucking industry lobbyist Scott Weiser says most truckers don't use cell phones, but employ on-board computers for directions and delivery instructions.
