Five counties receive emergency proclamation

DES MOINES, IOWA (AP) -- Iowa Gov. Chet Culver has issued an emergency proclamation in five counties to provide snow removal assistance.
   
Culver issued the proclamation Wednesday after winter storms last week in Iowa. The Iowa Department of Transportation is to help clean accumulated snow in Adair, Clarke, Montgomery, Page and Taylor counties.
   
The governor's office says in a news release that public roads are "still blocked by massive snow drifts and accumulating heavy snow." The office says state transportation department's snow plows, snow blowers, supplies and personnel are moving in to help.
   
The proclamation lets state resources be used to help local governments restore service on public roadways.
