DES MOINES, Iowa (AP) - A former Des Moines city councilman who federal prosecutors say was involved in a conspiracy to misspend millions intended for a government-funded job training agency is to be sentenced. Archie Brooks, former board chairman for the Central Iowa Employment and Training Consortium, pleaded guilty to conspiracy to misapply funds and misapplication of funds for federal programs. His sentencing is Friday in U.S. District Court in Des Moines. Under a plea agreement, prosecutors agreed to talk about a prison term that runs between 21 and 27 months.
