JEFFERSON CITY, MISSOURI -- Press Release from Gov. Nixon's office

Gov. Jay Nixon Friday announced his appointments to 16 boards and commissions. The appointees will be subject to confirmation by the Missouri Senate, with the exception of the Governor’s Council on Disability. The appointees, along with their boards and hometowns, are:

-     Advisory Commission for 911 Service Oversight (Michael Hall – Hannibal; Rodney W. Herring – Trenton; Alan H. Wells - Farmington)

-     Advisory Commission for Anesthesiologist Assistants (Melanie J. Guthrie –Kansas City; Dr. Benjamin Lampert - Springfield)

-    Board of Boiler and Pressure Vessel Rules (Dr. Bassem F. Armaly – Rolla; Vergil L. Belfi – St. Louis; Mark S. Lester – Lesterville)

-     Clay County Board of Election Commissioners (Gerald Lee Randall – Kansas City)

-    Governor’s Council on Disability (Charles W. Comstock II – Kirksville)

-     Hazardous Waste Management Commission (Deron Sugg – Crystal City)

-     Kansas City Board of Election Commissioners (M. Blake Heath – Kansas City)

-      Missouri Board of Respiratory Care (Dr. Patrice L. Komoroski – St. Charles)

-     Missouri Commission on Human Rights (Alfred B. Jordan – Kansas City)

-     State Historical Records Advisory Board (Christopher A. Gordon – Kirkwood)

-      Truman State University Board of Governors (Michael A. Zito – Arlington, Virginia)

-      University of Central Missouri Board of Governors (Darren M. Doherty – Blue Springs)

In addition to these appointments, the Governor has named two St. Louis residents to new positions on the St. Louis City Board of Election Commissioners. Eileen McCann (D) will serve as the chairperson of the board; Jack Lary (R) will serve as secretary. Both McCann and Lary already serve as members of the board.

Advisory Committee for 911 Service Oversight

The Governor has appointed Michael Hall, of Hannibal; Rodney W. Herring, of Trenton; and Alan H. Wells, of Farmington, to the Advisory Commission 911 Service Oversight.  The Committee assists the Governor and General Assembly; aids in collecting and disseminating information relating to use of a universal emergency telephone number; reviews existing and proposed legislation; provides recommendations for model systems considered in preparing a model 911 service plan; and provides requested mediation services to political subdivisions involved in 911 jurisdictional disputes.

Hall has served as the executive director of the Marion County Emergency Services Board since 2002 and is a board member of the Marion County Ambulance District. He has served in the field of public safety telecommunications since 1988. The Governor has appointed him for a term ending April 9, 2011.

Herring has served as the elected Sheriff of Grundy County since 2005. A criminal justice administration graduate of the University of Central Missouri, he has been a law enforcement officer since 1993. The Governor has appointed him for a term ending April 9, 2014.

Since 1993, Wells has been the director of the St. Francois County Joint Communications Center–911 and also is the county emergency management assistance coordinator. Wells worked for the St. Francois County Sheriff’s Department as an undercover drug narcotics enforcement officer and as the director of the multi-county drug and narcotics task force. The Governor has appointed him for a term ending April 9, 2012.

Advisory Commission for Anesthesiologist Assistants

The Governor has appointed Melanie J. Guthrie, of Kansas City; and Benjamin Lampert, of Springfield, to the Advisory Commission for Anesthesiologist Assistants.  The commission protects the citizens of the state through the licensing of anesthesiologist assistants, assessing their competence to practice and their moral character. The commission also investigates complaints against its licensees.

Guthrie is currently serving as the director of the Master in Science in Anesthesia program for the University of Missouri-Kansas City. She previously was the clinical coordinator for Liberty Hospital. Guthrie is a committee member of the American Academy of Anesthesiologist Assistants. The Governor has appointed her for a term ending July 1, 2011.

Dr. Lampert is the Medical Director of Pain Management at St. John’s Regional Health Center in Springfield. He is a member of the state and national societies of anesthesiologists, as well as the American Academy of Pain Medicine. The Governor appointed Dr. Lampert for a term ending July 1, 2012.

Board of Boiler and Pressure Vessel Rules

The Governor has appointed Dr. Bassem F. Armaly, of Rolla; and Mark S. Lester, of Lesterville; and re-appointed Vergil L. Belfi, of St. Louis to the Board of Boiler Pressure Vessel Rules. The board interprets statutes and rules and develops rule changes relating to the safe construction, installation, inspection, maintenance, and repair of boilers and pressure vessels in Missouri. The board also reviews "state specials" not fully complying with the statutes and rules. 

Dr. Armaly is the Curators’ Professor of Mechanical Engineering for Missouri University of Science and Technology and serves on the Advisory Board to the Engineering programs at the American University of Beirut and the ABET Board of Directors. The Governor has appointed him for a term ending Sept. 28, 2010.

Belfi has served on the Board of Boiler and Pressure Vessel Rules since its creation in 1984. He is the retired business manager of International Union of Operating Engineers Local 2 and the retired second general vice president of the International Union of Operating Engineers Executive Board. The Governor has re-appointed him for a term ending Sept. 27, 2013.

Lester is a journeyman boilermaker and a certified pressure welder. He has served as assistant administrator of the Local 27 training program and as an OSHA outreach trainer for safety classes. The Governor has appointed him for a term ending Sept. 28, 2012.

Clay County Board of Election Commissioners

The Governor has appointed Gerald Lee Randall (D), of Kansas City, to the Clay County Board of Election Commissioners. The board sets policy and makes rules and regulations within the statutes for the conduct of all public elections within the jurisdiction. Randall also has been named as chair of the board by the Governor.

Randall is a retired airline mechanic who worked 37 years for TWA. He was a delegate on behalf of senior Missourians to the 1995 White House Conference on Aging. Randall previously served on the Clay County Board of Election Commissioners. The Governor has appointed him for a term ending June 15, 2013.

Governor’s Council on Disability

The Governor has appointed Charles W. Comstock II, of Kirksville, to the Governor’s Council on Disability. The Governor’s Council on Disability promotes full participation and inclusion of the nearly one million Missourians with disabilities in all aspects of community life by educating citizens, businesses, schools, universities and others of their rights and responsibilities under the Americans with Disabilities Act.

Comstock serves as the board president of Rural Advocates for Independent Living and as an advisor for People First. A graduate of Truman State University, he is a veteran of the U.S. Air Force. The Governor has appointed him for a term ending Oct. 1, 2013.

Hazardous Waste Management Commission

The Governor has appointed Deron Sugg (D), of Crystal City, to the Hazardous Waste Management Commission.  The Commission works to ensure proper management of hazardous wastes so that public health and the environment are protected, to act as an administrative board for appeals of department decisions, to serve as the official rulemaking authority for the generation, transportation, treatment, storage, and disposal of hazardous waste, and to aid in the promotion of hazardous waste recycling, reuse, or reduction.

Sugg is currently an attorney for Breeze, Roberts, Ponder-Bates, Wooten & Zimmer, handling litigation in the areas of real estate, business, domestic and municipal law. From 2005 to 2009 he served as the municipal prosecutor for the City of Festus. The Governor has appointed him for a term ending April 3, 2013.

Kansas City Board of Election Commissioners

The Governor has appointed M. Blake Heath (R), of Kansas City, to the Kansas City Board of Election Commissioners. The board is responsible for conducting elections for all governmental entities lying wholly or in part within the boundaries of Kansas City within Jackson County.

Heath is currently practicing law in Kansas City. He holds a bachelor of arts in philosophy and political Science from Westminster College and a law degree from the University of Missouri-Kansas City.  The Governor has appointed him for a term ending Jan. 10, 2013.

Missouri Board of Respiratory Care

The Governor has appointed Dr. Patrice L. Komoroski, of St. Charles, to the Missouri Board of Respiratory Care. The board regulates professional conduct, continuing education requirements for renewal of licenses, continuing education programs, and ethical standards of practice for the persons holding a permit or license to practice respiratory care in Missouri.

Dr. Komoroski is the president of SSM DePaul Health Center and previously served as president of SSM St. Joseph Hospital West. She holds a BSN from Lindenwood College, Masters in Nursing Administration and Doctor of Philosophy from St. Louis University. The Governor has appointed her for a term ending April 3, 2012.

Missouri Commission on Human Rights

The Governor has appointed Alfred B. Jordan (D), of Kansas City, to the Missouri Commission on Human Rights. The commission investigates, conciliates, holds public hearings and litigates complaints of discrimination in housing, employment and places of public accommodations. It provides education, training and technical assistance to the public.

Jordan is an attorney with the law firm of Bryan Cave LLP. He received his undergraduate and MBA from the University of Missouri and his law degree from the University of Missouri-Kansas City. The Governor has appointed him for a term ending April 1, 2014.

Missouri Health Facilities Review Committee

The Governor has appointed William A. Krodinger (I), of Kirkwood, to the Missouri Health Facilities Review Committee. The committee’s mission is cost containment through health cost management, assurance of community need and the prevention of unnecessary duplication of health care services. Certificate of Need is based on a goal of public accountability through review of proposed health care services, value promotion, and negotiation among competing interests.

Since 1976, Krodinger has been president of A.L. Krodinger Real Estate Inc. and owner of Krodinger Appraisal Services, a small general real estate agency involved in sales, leasing and appraising in the St. Louis real estate market. The Governor has appointed him for a term ending Jan. 1, 2012.

Missouri Quality Home Care Council

The Governor has appointed Jeanne M. Serra, of Webster Groves, to the Missouri Quality Home Care Council.  The Missouri Quality Home Care Council was created to ensure the availability and improve the quality of home care services by recruiting, training and stabilizing the personal care attendant workforce.

Serra is a registered nurse and an attorney who currently is the deputy division director for the Department of Health and Senior Services, Division of Regulation and Licensure. She has a nursing degree from Webster University and a law degree from the University of Missouri School of Law. The Governor has appointed her for a term ending March 1, 2013.

Northwest Missouri State University Board of Regents

The Governor has appointed Joseph S. Barbosa, of Helena, as the student representative to the Northwest Missouri State University Board of Regents. The board has and exercises the corporate powers prescribed by law; develops policy and has responsibility for sound resource management of the University; determines general, educational and financial policies; and has the power to carry out any other functions which are permitted by its bylaws except as limited by law.

Barbosa is a junior majoring in social science education, with an expected graduation date of May 2012. He has been active as a member of the NWMSU Student Senate. The Governor has appointed him for a term ending Dec. 31, 2011.

State Fair Commission

The Governor has appointed Dr. Jack Magruder (D), of Kirksville; and Teddy E. Sheppard (R), of Cabool, to the State Fair Commission. The commission oversees the operation of the Missouri State Fair and is responsible for the selection and supervision of the fair director.

Dr. Magruder is the president of A.T. Still University and the retired president of Truman State University. He was with Truman State University from 1964 to 2003. The Governor has appointed him for a term ending Dec. 29, 2012.

Sheppard has owned and operated his own dairy business in Cabool for more than 30 years and has served as a member of the Texas County and Tri-County fair boards. The Governor has appointed him for a term ending Dec. 29, 2012.

State Historical Records Advisory Board

The Governor has re-appointed Christopher A. Gordon, of Kirkwood, to the State Historical Records Advisory Board. The board is the central advisory body for historical records planning and National Historical Publications and Records Commission-funded projects in the state, serving as a coordinating body to facilitate cooperation and communication among historical records repositories and information agencies within the state and as a state-level review body for proposals to the National Historical Publications and Records Commission grant program. It is also the advisory board for the Local Records Preservation Program grant program.

Gordon is the director of library and collections at the Missouri History Museum in St. Louis and has been with the museum since 2002. He holds bachelor’s and master’s degrees from Missouri State University. The Governor has appointed him for a term ending Nov. 1, 2012.

Truman State University Board of Governors

The Governor has appointed Michael A. Zito, of Arlington, Va., to the Truman State University Board of Governors. The board is the highest policy-making body of the university.

Zito is a graduate of Truman State University who holds a law degree from the University of Missouri-Kansas City. He served as an assistant attorney general in Missouri from 1996 to 2000; Zito currently is an attorney in private practice in Washington. He is a major in the U.S. Army Reserves – JAG Corps. The Governor has appointed him for a term ending Jan. 1, 2016.

University of Central Missouri Board of Governors

The Governor has appointed Darren M. Doherty, of Blue Springs, as the student representative to the University of Central Missouri Board of Governors. The board is the highest policy-making body of the university.

Doherty is pursuing his master’s degree in criminal justice from the University of Central Missouri. He graduated in May 2010 with a bachelor’s degree in political science. Doherty served as student body president for two terms. The Governor has appointed him for a term ending Dec. 31, 2011.
