JERUSALEM (AP) -- The Israeli military says more than 10 pro-Palestinian activists have been killed in a raid on an aid flotilla heading toward the blockaded Gaza Strip, but the two sides offer conflicting accounts.

A reporter on one of the boats says the Israelis fired at the vessel before boarding it. The Israelis say they only opened fire after being attacked by activists, one of whom grabbed a serviceman's weapon.

The army says dozens of people were wounded, including four troops.

The operation in international waters was a nightmare scenario for Israel. It could further damage Israel's international standing, strain already tense relations with Turkey and draw unwanted attention to Gaza's plight.

Israel had offered to transfer the aid to Gaza from an Israeli port.

Officials say the ships are being towed to Israel and the wounded have been evacuated by helicopter.
